Do the camber bolts have to be fitted in a quantity of 4 ?

These bolts are usually fitted to correct the camber or caster angle and should be fitted whilst monitoring these angles on a wheel alignment setup, all 4 shouldn't be changed if not required.

Excess inside tyre wear is far more likely (bur not always guaranteed) to be caused by too much toe out than too much negative camber.

Failed bottom ball joints on the control arms are also suspects for inner edge wear.
