Not quite... button, yes, but not the old functionality behind it.

Will 8.1 be offered as an automatic update in a forthcoming Patch Tuesday, or will it be a cost option?

Free upgrade, or so they say...

But you'll have to opt-in to get it (from the App Store), so not an automatically downloaded patch as such.
