07 115 vito turbo problem

Please guys give me advice , was just driving down road and had a very quick sudden loss of power , thought my foot slipped off pedal, but after stopping at lights , it whinns very loud and barely accelerates , is this a new turbo or bearing ?? Thanks in advance

Was there a cloud of white smoke blowing from the exhaust?
