2004 w211 e320cdi engine cooling fan

Hi, I don't know if anyone has had this problem before but when I start my engine from cold the cooling fan comes straight on and engine does not get to temperature its only getting to around 50 does anyone know what could course this problem and how to fix it

Not sure if its the same on the Merc's, But the later volvo's do this wen there is a fault recorded via the ecu.

Is the fan running before engine is running (ignition on)?

Replace thermostat, engine temps should be around 80-90.
