Unfortunately they dont say where the 34% will "reduce to" Into thin air, peoples driveways or garages, OR as some people suspect , on to all the other roads that dont have toll status.

In Germany when they introduced the Maut (Toll) for Lorries about a year ago, a lot of trucks transferred noticeably off the Autobahn.
On the other hand I drove on teh toll road nort of Birmingham about a month ago. Fantastic after the M1 and M6 but a complete waste of time as it is surrounded by congested roads.
In France, as we all know, they have a pay system on most motorways whcih keeps it relatively free, most of the time and especially free of Dutch caravans.
It seems inevitable but i have no objection.
