Are dangerous drivers getting away with it?

It is a combination of factors…….

The drastically reduced numbers of dedicated traffic officers
and
The unwillingness of the public (witness or victim) to come forward because they fear reprisal.

The statistical effect is more likely an increase in overall enforcement combined with a lower tolerance by the courts once somebody arrives in front of them as a result of contributing to a serious accident.
 
More cameras and fewer traffic officers will lead to an increase in speeding convictions (with a corresponding increase in revenue) and a reduction in convictions for most other motoring offences.
 
Much easier and lucrative to catch and fine someone driving safely at 100mph than catch someone driving dangerously.

Also very easy to (relatively) to catch and fine someone driving unsafely at 100mph for speeding rather than go to the hassle and expense of taking them to court for DD.
