I have a 15 month old (bought new) Mercedes 250 CDI Cabriolet and been told I need to replace my brake discs and pads after 15,000 miles. The dealer has stated it is fair wear and tear. Has anyne else encountered this problem?

Get a second opinion from a specialist. Or, Just wait until the warning light appears that the pads are low and get them done then.
Both items, I would have thought, would be "on condition" items - ie you measure the remaining thickness to determine the life left in them. Pads are expected to wear and will have a wear indicator on the surface, plus of course they have the electric contacts to show with a warning lamp once they're worn. Discs have published specifications of minimum thickness.
