c220 cdi 2001 fuel gauge issues

please can anyone help, fuel gauge not working , even though low level warning light seems to be ok , changed rear sam unit and sender behind passenger seat , there are two wires going to the passenger sender , 1 seems to go to earth , the other is showing 0.02 volts, is this correct or should there be a higher voltage there, thanks

0.02v is nothing, could even be just multimeter fluctuation, I would check the power source.
