Wait a minute, I recall a surge of complaint calls being made about a group of older chaps, taking control of all the car park spaces near the entrance to the shops and wouldn't let any one else drive through the car park until they had parked.

Maybe this poor driver chose to drive through THEIR car park anyway?

I am not so sure.

What if the driver of the car parked in the disabled bay and wasnt disabled enough?

What if he parked in the mother & child bay, and in fact the recorded sound its the sound of sellotape being re-attached with the 'Please do not park here' notice.

I just think we are missing something here.

Usually they have a motion sensor that starts them recording and then switches back of when no movement is detected for a certain amount of time.

I think the old man had been outbumbered earlier on and was now getting his own back.
