The mechanic might be buying the oil in drums, then using an old oil can with the pints marking to measure?

I wouldn't get my car serviced there if 16-17 pints of oil went into an engine that only needs 14. I wouldn't get my car serviced at a garage where I was told that they put 16-17 pints of anything into anything; I'd rather they were more accurate than that. Terry Gates doesn't print invoices charging for 7-8 litres of oil...
