Cold starts

On a very cold morning when you start your cars do they run at slightly higher revs until they warm up? Mine runs at about 1000rpm and then drops to about 700rpm whan warmed up, does this sound about right?

Thanks, was strange because when I was having a problem a while back when I started in cold the car ran at 700rpm and one day stooled, when i got it fixed it ran at 1000rpm till it warmed up, so wanted to double check that was right.
