Is Essex the only one who uses Evo and Impreza for interception? They got bases in Chingwell, Basildon and had a quick capture, they also associated with the Highways Agency. :D
 
Back on topic for a moment...

Point #1: This is fairly typical of the way these sort of powers get introduced nowadays. Start off with a justification for the powers that sounds reasonable (e.g. prevention of terrorism) and once the core powers have been introduced extend them to matters that parliament would never have agreed to if they were mooted when the initial permission was sought. I'd call this "Planned Mission Creep" and it is a cynical and dishonest way of doing things in a democracy.

Point #2: I cannot imagine any circumstances under which it is necessary for local government employees to intercept or interrogate the communications of individual citizens (with the possible exception of their own employees in narrowly defined circumstances, but that's another matter). If there is suspicion that a crime has been or is being committed then that is a matter for the Police or Security Services to investigate.

Point #3: The greater the variety of people with different purposes you allow to access personal data the less chance there is of it remaining personal and private. The opportunity for misuse (both intended and accidental - have you never seen Post-It notes with usernames and passwords stuck to monitors in offices?) rises exponentially, whatever sanctions may be in place to discourage such misuse. This is partly through human nature (curiosity) and partly through the inability of most organisations - especially government organisations - to provide properly segmented access that is strictly controlled.

Lord Denning made a remark regarding a "Public Interest" test in an appeal case a number of years ago along the lines of "What interests the public and what is in the public interest are two different things". I think our lawmakers and civil servants would do well to consider a slight variant of that remark: "What interests the State and what is in the State's interest are two diffferent things".

Right, so the government will know when I am online but not what I am doing. Still a bit creepy as the data can be used a) to ascertain my whereabouts b) my social habits.

But why, not knowing what I do on the web is hardly going to aid state investigations, but rather they have found yet another way to waste £46million.

Seriously, given the economic climate have they not got anything better to spend £46million of our money on than a big brother scheme to potentially find out if I and 50 odd million people were online @ 8:13pm on a wednesday night.

The information collected could be very useful in an investigation such as if terorists were found to be planning an attack.
For regular citizens it's a non issue. Does it bother me if they know who I talk to and when. No.!

The £46M is probably the total cost of the project, which is nessesary for National security.

It bothers me out of principle. I find the "i've got nothing to hide so don't mind being spied on" mentality a bit spineless. How would the information be useful, all they are collecting are internet log on and log off times, they are collating a list of websites that are being visitied and email contents.

I think its a very real issue as this could lead to a more invasive scheme, stop them before they have the power to breach ones privacy. The government works for us, we should be scrutinising them, not the other way around.

£46million. Think about that sum and think on what its being spent on to achieve.

The UK has been secure enough for ages without this measure. Look at the state of the roads, our sorry infrastructure, under performing hospitals and schools and our over taxed fuel. That is money that should be spent on better things than a half ar*** attempt at a big brother scheme.

I think just the opposite is true. I'm quite happy to accept responsibility for my actions and think that the people that want to hide away do so because they are not brave enough to accept the consequences for theirs.

How much do the council workers earn in a year? how much do the papers pay? how much is the blackmail cost?

Could be worth it.

it bothers me. As one of my desertation projetcs in Uni, i had to research ammonium nitrate which is very dangerous. Now i do not want to be set up like a recent guy released from jail for a murder he never did because they can easily use all the websites i have visited, to create and build a case around me if an explosion suddenly goes off somewhere, like a DNA strand using the materials i had researched
 
The real criminals and scammers, will have taken all measures yto cover up on these spies. The only people they will be spying on, is the innocent "willing to pay fines" person.

Same as vehicle crime. Criminals cars, are never insured, registered or taxed

Rules, regulations and schemes passed by this government seem to targer the law abiding and fail to target the real criminals. It can't be too long before this crowd are confined to the history books.
