Definately perform an ATF change and IIRC the control cable should be set so that with no adjustment it can be clicked on and off the balljoint at the engine end.
The control cable sets the load and speed for gear changes and the vacuum adjusts the hardness of the changes.
As already mentioned check the vacuum line before adjusting the modulator.
Ps. the box is a 722.4.
