Engine won't switch off

Hi Folks,
Hope you are well.
I Have a 92 300td non turbo diesel which is now finding difficulty in stopping when the ign key is turned off. I have removed the air filter and checked the action of the actuator on the pump and it pulls down ok with a small suck on the pipe. I then tracked the pipe to the ign switch and then back out to the large vacum pipe at the front of the engine and sucking on the pipe I found it a lot harder to pull the actuator down to the off position. Am I for some reason looking at a block in the vacum pipes, a prob with the ign block/housing. I assume the large pipe from the brake servo to the front of the fuel pump housing is ok.
Any steers will be gratefully received. Many thanks Dave

Check where the pipe passes the battery, mine was perished at this location probably due to acid or whatever.

See what you mean but on giving the pipe a suck I can't feel any easy air draw as that would indicate hole caused by wear or yuk from the batt on the vac pipes. At the FIP the actuator closes easy if you pull on the pipe, further down the line so to speak it requires more effort to move the fuel cut off, Thoughts?
 
This will be an ignition switch problem. Disconnect the pipe at the switch end and suck, the engine will stop.
