For the paintwork, go to the "Detailing" section on this Forum. There you will find a wealth of info. So best to start with detailing the car before considering whether you want a wrap. I'm no expert but I would have thought that you would need to get rid of all imperfections before a wrap is viable anyway.
It's worth getting a clay mitt. Once you've refreshed the paintwork, you may find that you are happy with it and no further investment is required
