Doing a quick search online it seems that other owners have had this issue after either driving in heavy rain, driving through a puddle or washing their cars.
Here is a reply to a similar question on another forum.
PRE-SAFE LIMITED means that the sensors & other things the car uses to see what's ahead and around you are dirty or unreliable, so the car is cutting out those safety functions because it cannot trust them. I get this warning when driving in horrible blizzards & snowstorms - it's the car telling me NOT to trust the collision radar safety feature thing, because it's blind from slush and who knows what else covering up its bits.
Not saying you don't have a defective part, but if you were just driving in heavy rain/snow and you got this message, that could be why.
I would check all of your sensors to see if you have anything obstructing them. Dirty windscreen, bugs on your radar (if you have one).
Did you search online for 'Pre-Safe function limited', there is plenty of info.
Do you have a 'check engine light' on?
