Is the EGR valve normally so hard to remove? (W221)

The EGR valve in my S-Class is firmly stuck in place -- barely moves a mm with all sorts of belting and hammering, and apart from the two screw holes there is not much to get a hold of. Is this normal?

Does the fact that it is so stuck in place indicate that it is clogged up with carbon?
 
Be firm with it. They can be very tight.

Keep tapping it with a hammer and use penetrating fluid.
 
My mechanic tapped so hard that he broke one of the lugs at which point I decided this was a bid severe considering we just wanted to check it.

Maybe I should put lashings of penetrating fluid on it and try again.

Tell your mechanic to use a smaller hammer next time :)
