J1 XON - Cherished plate required!

I am looking for the registration J1 XON. I know that it was sold by DVLA some time ago and as far as I can find out is still being driven around...
There's a finders fee for anyone who can put me in touch with the owner!

Now that it’s been established what type of car the plate is on (and colour), how would you then go about contacting the owner to see if they are willing to sell?

The registered address must be with the DVLA but is that information accessible to Joe public?

I wouldn’t mind contacting the owner of R1 GEL to see if they want to sell, only trouble is my car is a 95 and R’s were issued until 97.
