I assume you're referring to the MP3 tags, which contain this information, which is displayed by an MP3 player while the song is playing. Any good MP3 player should allow you to edit these, Winamp for example. Windows Media Payer also allows you to edit these fields. They are completely independent of the file name.
Windows File Explorer cannot edit these fields. If you use Winamp or Windows Media Player it should, if the CD is a known one, pick them up from the online database, in fact it should have picked them up before your ripped the CD. Otherwise you must edit these fields yourself

In windows media player - right click on the track and select "advanced tag editor" to edit the MP3 tags - easy really.

Windows File Explorer cannot edit these fields.
Can change the contents of the album tag and reflected and effected in Tagmaster but not reflected and effected in Garmin MP3 player or Windows File Explorer???
Not sure where you expect to see the tags in Windows Filer Explorer and I'm not familar with the Garmin MP3 player but it is possible it only shows ID3V1 or ID3V2 tags and yours are the opposite.
