For the spots, which my be lichen or paint, try a regular alkali cleaner available from any janitorial supplies merchant.
My car had green that wouldn't shift at all with normal car wash detergent, one go with alkali cleaner and it was all gone.

It's a shame the Reg number isn't a new style. It could then be AK47 BAN.
