Manufactures have been wanting to get cars online for years. That then opens the way up for gathering data from the vehicle remotely, over the air updates and push notifications.
Customers aren't likely to choose that as an option, so they lobby the EU with a great safety feature that requires every vehicle to be connected to the cloud. Bingo, that's the door opened.
At the moment data protection and privacy laws in Europe heavily restrict what the manufacturer can do with that connection, but I'm sure that'll change.

That being said, the SOS is a good feature and over the air updates will be good for the owners.

So ACEA and ERTICO (whose members include OEMs) weren't backers of eCall?
Telematics exists already and over the air update roll out is happening now.
I'm not talking about big brother logging your movements, but the ability to see when a fault code is set out read a PID exists and is happening now.
 
Like that bloke doing time for murder with a crossbow , grassed up by his LandRover. They had the position of the car , the door opening and the boot being opened to take the crossbow out and closing it again after the shooting.
