Poll tax- council tax

Not quite true.
The Poll tax was to be paid by every adult - whereas the council tax is more or less identical to the old rates system - which is payment per property.

I think the public are far more aware and informed now than 15 or so years ago. If "they" try to introduce anything which relates mileage to cost, then it will be seen for what it is - road pricing - whatever name its given.
 
payment per property. if one man lives in a 5 bedroom detached, he pays more than 5 people living in a flat even though it is evident the flat will use more of council resources.
please do not say the other guy should get a smaller house.

i can tell you a new way they can do it.
every MOT you are required to type in your mileage into a database.
the next year you get taxed according to the change in mileages.
clocking will become punishable by 12pts and a hefty fine and brand new cars will have to declare their mileages as well. so as not to escape.
if you sell the car in btween, you are liable till the mileage sold.

it can be done.
same way they know your tax is due for renewal.

They already have prepared for something like this with the currently optional Mileage field on the V5 form...

Depends where the house is and where the flat are located.
If the house is near Glasgow and the flat is in Mayfair, then I doubt whether your statement would be true.
The payment is based on property valuation - exactly as per the old rating system.
The Poll tax system that Thatcher tried to introduce was quite a fair system whereby every individual payed their way and was not linked to property valuations.
