I think the thing here is ( and Im in no way implying this ) is you could be a nutter, who's passed their test in the nevada desert, where a 3 point turn involves moving your left hand in downward motion once! The one year gives you a chance to prove youre not. Its hardly a serious offence... or is it? If you aren't able to cope with the change over then youre in charge of a mobile wrecking ball.

I don't think there's much room in the Nevada Desert for driving tests nowadays, they stopped it owing to the amount of redundant commercial jet airliners that are parked up there....
And the amount of tourists trying to find area 51....
Ah, good point - well spotted! I don't know the final answer to that. Obviously the driving code does stipulate minimum ages for different vehicle categories, and I assume that condition applies to all drivers, irrespective of their licence. In other words, there are a number of legal conditions that you have to fulfil before driving a car in the UK, only one of which is having a valid licence. Another condition is having reached the minimum age for your vehicle category. So, even if you have one (the licence), that doesn't mean you have automatically fulfilled the others, such as the minimum age requirement.
