Speedometer Problem

Hi
i have a sluggish speedo needle on a W210 E320cdi - its operation is smooth but somehow time-delayed - any ideas please?

My Mercedes Garage replaced some instrument cluster bulbs about 2 months ago - do you think its related - ? I dont even kbow if speedo works of electric sensors or does it work off the abs - or is it a SAM thing ???
