That does not apply in a case such as this where the vehicle in front has pulled in front of the other vehicle and then proceeded to brake test the car. It would not be described as reasonable, and in the event the case went to court it would surely be thrown out.
Legally, perhaps so.
But you will agree that a reasonable driver in these circumstances would have slowed down asap and backed off, keeping his distance from the lunatic biker as far as possible?

Down here you are not allowed to hit anything in front of you - means maybe in this case slow down, pull over let the guy on the bike go. If he won't it might be harassment, dangerous driving e.t.c. Try not to get the guy excited.
