I have a Viseeo MB2 unit in my w203. every time it pairs with my phone it downloads the phone contacts, is this normal? i.e. it does it every time i switch the car on? i would of thought it only needed to do it the first time and then afterwards only when new contacts are added to my phones sim card?

this is correct,you can pair up to 3 phones on it and it uploads whichever one is within the car,priority givento the one in the order that you paired them.

To expand APM's answer.

The viseeo itself pairs with 3 phones and will hold seperate address books for the 3 phones - only sending the correct one (i.e the one that it is paired with) to the car stereo.

What it does when you get in the car is to look for the last one it was paired with, if it can't find it it tries the other pairings (I do not know which order it looks at those, but i suspect in order of which it last managed to pair with)

Each time the viseeo pairs it downloads the phonebook to see if anything has changed - otherwise it has no way of knowing what has changed. The viseeo should operate normally during this period (i.e no impact on you) - if it isn't you should update the software to the latest version using the supplied cables (in the case of the MB-2)
