Windows PC, so I'd take the card out of the dashcam and do it on the PC.

I've read something similar when doing a search, but it doesn't appear to have that function, so not sure if that's an old version which isn't available anymore.

Have you tried VLC media player? It's free but I haven't used it to trim time down on vids. Might be worth a look?
