On my pre-facelift 107 the meter is fed by a grey tube directly from the inlet manifold. Have a look around the engine and see if there's an obvious pipe off somewhere (or it may even be a rotten rubber joiner). Next step is to take the cluster out to check the pipe is still connected there and to test the actual gauge which you can do by sucking.
