Installing the BMP to a car ties the software to that car - much as buying any Microsoft operating system is tied to the PC you install it on. Yes you can reinstall in on another machine - but only if you have the requisite license key. This is to prevent multiple "free" installations and unlicensed use.
You do not appear to have the "license" key for your BMP. The license is just that - you don't own the software - you merely have the right to use it.

No it doesn't. The BMP software is installed on the physical BMP unit which can be inserted into any car with the cradle for it to be plugged into. There is no restriction on the software itself and can be freely downloaded and installed. The maps themselves are also associated with a single BMP unit and they cannot be installed onto another device.
The issue here is there is an option to add security to the BMP unit so that if it is moved cars you need that pin to activate it in that vehicle. Totally different to a software licensing issue.
The Becker software for the PC can be downloaded from https://www.beckermappilot.com/contentmanager/Setup.exe
The firmware itself is detailed at Harman Becker Shop where you need to make sure you get the right version for the one you have.
Both firmware and Maps are downloaded and installed through the PC software.
From what I read in your first post, on the previous attempt you were able to reformat and install the firmware and maps, then put it in the car and see the maps, only being locked out on the second attempt to use it. If this is the case, repeat the process, except when you are able to get into the maps, go to the menu to disable the pin requirement and see if you can. Might work, would make a mockery of the security though.
Otherwise, as you say get a refund on the purchase and also from Becker for the map and buy another unit. Check it all works OK before then buying the maps.
Also read that only the later BMP units (ones that can take firmware 3.x) can install the 2019 maps. How correct that is I don't know, but the versions that can take that version are listed in the link above. Try to get one in those serial ranges to be safe.

Thanks for the link...looks like they charge £54 to do it...may be an option.

That has already been posted. Perhaps if the seller covers the cost of trying that then its an option, no reason for the OP who bought in good faith of a working device should be paying extra out. Connect to navigation unit with Xentry, And there is UNLOCK button.
Apparently Mercedes dealers or anyone else can unlock it via Xentry if they have it. Procedure I saw someone post up elsewhere is pretty simple. Connect to navigation unit with Xentry, And there is UNLOCK button.
I would personally return the unit to the seller for a refund, I don't think it's worth the hassle or expense to you to get it working.
Keep the BMP map software you have bought, but get another unit off eBay to use it in.
The software you purchased is yours, and I doubt Becker will refund you. When you buy your next unit, specifically ask the seller if it requires a pin, and if they don't know, get them to agree a refund before buying it if it turns out it does, that way you can get your money refunded. Most of these units will not need a pin, but someone has set one for your current unit.
