Can this be removed without having to remove the inlet manifold ??
 
yes it can, not too bad. all this from memory......

you need to remove the pipe below (from intercooler) completely, undo the 3x torx headed screws and disconnect the vacum pipe and pressure sensor wire. then the valve can be slid off the exhaust gas feed pipe and manouvered out from below, it is a fiddly job though but can be done.
 
Would it not be better to blank it off?

You could on old engines but now either the manifold sensor or the lambdas expect to see a change when egr operates and as said light comes on, but i blanked mine when i first got it and its been fine obviously not a diesel though!
