help neededs32 cdi year 2000

problem put foot on brake start engine brake gos down hold pedle down brake comes back upchecked vacum pump ok on front of brake servo black valve with vacum pipe also on valve small pipe for turbo/egr valve could this be the problim? or a leaking servo diaphram ?
