If it is any reassurance, its not as simple as that and the drivers of cars with cloned plates get caught out all the time (some are unsuspecting -naive- drivers of stolen cars, others more malicious).
It doesn't stop the buyer from paying for a stolen car but it does mean they stand a far better chance of being stopped.

Just a suggestion that if I wanted for example to avoid paying the congestion charge I would get an ebay set of plates made of another 220CDi and just to make sure that the chances of being stopped randomly were effectively nil , then I would check the cloned number on the MID, which 99% of the time will give me the info that I want -
If I drove a reasonably tidy car and fancied a bit of naughtiness I could make sure that a stop caused by ANPR would be nil by checking first.

Cloners probably spend ages looking on sites for info and if you don't block out your reg, you make their job easier.
