The Police acted in the best interest of the police. If someone is cautioned it is not marked down as a crime in the statistics. If the are charged then it becomes part of the statistics.
Driving issues are not crimes, just breaches of traffic law.
The driver has been recorded as at fault and offered an improvement course, which if he fails to pass will be prosecuted in the normal fashion and given points and a fine.
Seems acceptable to me.
