MOT FAILURE headlight alignment

Hi I have a 54 reg e320cdi and it has failed mot on the headlights the mot guy showed me there was no pattern to displacement of the light and was just a mass of light no line of light showing like on the other headlight anyone have any ideas what could be causing this any potential little simple fixes

Wrong bulb or shadow plate missing inside the headlamp unit?
