Pealing Lacquer??

Does any one know if these mobile paint repairers (i.e chips away etc.) can do anything where the lacquer has just started peeling??
I think the car has had a respray at some point!!

Nope Chips away wont touch it they tried to seal mine and made a right mess of it it looks like I will have to have the roof respayed to sort it out once and for all.
