My wife has a 2001 r170 and the heating and air fan control is not working.Would this be a blown fuse as they are not working at all?

could be a fuse or more likely the regulator unit attached to the fan.
if fuses are ok
remove the fan from the car and try putting power through it (carefully) if the fan spins ok then it looks like the regulator.
they are listed on ebay from time to time.
