They are factory coded in one office in DE. If it were possible to re-code a key it would at least need to go back to the factory.
It is possible to add another key to the car's EIS though and new key blades can be ordered for about £10. Adding a key to the EIS is tricky because the car is programmed from the factory to accept up to 8 keys with pre-determined codes, subsequently-ordered keys are coded to what the car expects. If a stealership is willing to do this work then I expect it would take at least an hour of their time, in the end it's cheaper to order a new key and it'll arrive the next day usually (blades sometimes take longer).
