I have seen these plastic mouldings that fit round the wheel arch, sort of an l-shape that cover the rust that starts to bubble on said wheel arch.
Is that a bit clearer? It's hard to explain

Yes. Much clearer. That stuff looks cack and hides dirt and promotes more corrosion.
