I thought at first it was just a typo; change the second '99' to '95' and it makes sense. I'm surprised the filler flap states 95, though.

You may well be correct, but adding ‘not’ before ‘using’ would mean for instance that 97 would also be unsuitable, so being more wide-ranging than just saying ‘don’t use 95’.
