You may well be correct, but adding ‘not’ before ‘using’ would mean for instance that 97 would also be unsuitable, so being more wide-ranging than just saying ‘don’t use 95’.I thought at first it was just a typo; change the second '99' to '95' and it makes sense. I'm surprised the filler flap states 95, though.
