To release the handbrake, pull the handle and twist it to the right.

Ah thanks, that is what I thought. As I said there's no resistance or anything.

Can anyone point me in the direction of a good workshop manual. I can't seem to find any concrete info on one.

Also, it is designed to return into the dash with no resistance after it has been applied. That's to stop you knocking your knee into it.

Ok, I'm going to have a good look tomorrow. It has no resistance when pulled in or out.
 
It sounds as if the main cables are still working and the parking brakes are "applied" What is not working is the release mechanism.
 
Mine occasionally sticks and it can take a few twists of the handle to get the mechanism to release.

As grober says, it is in the applied position at the moment. so the no resistance is just how it should be. Once released it locks back into the dash until it's applied again.
 
Looking at the diagrams, it's nothing like the foot operated parking brake.
