turbo headache.

Hi I am also a newbe, hoping for a real tech head to come to the rescue. I have a trusty old vito111 done 120k miles, the exaust sonds like a model turbine. We have chainged the exaust and stripped out the turbo, checked the fins and bearings of the compresser the variable vains of the airflow all work fine. Re assembled it all no different. now when you pull of the vacume tube even on tickover the high air ratio still comes out of the exaust but the waist gate or vacume arm dropps but still the loud hiss. Some jedi mechanic come put me out of my misery please.

Stuck vane ring or split intake boost pipe or intercooler, would be my first guesses.
