ULEZ Compliant for Jap Imports

Let me inform you that the certificate of conformity is a European document issued exclusively for cars produced or marketed in the countries of the European Union.

Since your car was made for the Japanese market, it did not comply, at the time of production, with the European standards and thus there is no certificate of conformity.

To get more information about how you should proceed in your case, we would recommend you get in touch with the local authorities in the country of the next registration. They should be able to advise you about how to get the necessary documents for registration of your car there. Usually, the car must be fitted to the EU norms first and then undergo an individual vehicle approval by the competent Approval Authorities.
 
There is another thing to consider here - if your car didn't go through IVA and thus doesn't have any emissions data, I would presume it's on PLG tax rate?

The moment you register emissions data against the V5 for ULEZ purposes, you also become viable for emissions-based VED which for an S500 will almost certainly be at maximum rate. Depending on the rest of your circumstances, you may stand to lose more than you gain.

I think i pay 200 for roadtax yearly. Can't remember exact figure. I did wonder in the past why it was so less.

I have checked your S 500 and I can confirm that it only conforms to the Euro 3 Emission Standard but as the NOx level is low, you should be able to get exemption from the ULEZ charge.



Please find attached a letter which confirms this.



If you upload this letter and the V5C to the below TFL web page, TFL should change their database

Its funny when i requested this years ago from them they refused. Now theg gave it.

I have submitted this to tfl with my v5c. Hopefully they will update within 10days.

Im wondering now how i can claim refund on the many years of ulez charges i have paid.

I was thinking the following with some more points.

  • Vehicle wrongly identified as, “not compliant” when it was

This is the problem. Tfl dont make it clear for common consumer. I didnt know what NOx is untill some guy in garage told me do this, which im trying.

My c class 2002 was euro 3 and compliant

The ULEZ standards are:


  • Euro 3 for motorcycles, mopeds, motorised tricycles and quadricycles (L category)
  • Euro 4 (NOx) for petrol cars, vans, minibuses and other specialist vehicles
  • Euro 6 (NOx and PM) for diesel cars, vans and minibuses and other specialist vehicles

Thank you for your email dated 05 March 2023, concerning missing NOx data for a Japanese import.



DVSA cannot advise what the process is to add NOx data to a V5c, as the V5c is issued by the DVLA (Driver and Vehicle Licensing Agency). You would need to speak to the DVLA directly for further advice.



The standard IVA test is for unregistered vehicles, however there is also a Voluntary IVA test which may apply. It is the DVLA’s decision if you require this test, or if any other tests/documentation is required.

It was built in Europe, for the Japanese market, to meet the legal regulations that were in force in Japan at the time.

It may or may not also happen to meet European emissions requirements, but apparently there's no way of knowing... :(

I read the DVSA's response to say that an IVA test can be taken to establish emission levels (but whether it will get into the V5C is down to the DVLA).
 
But that still won't make it Euro 4. Euro 4 also stipulate rather lower CO and HC outputs than Euro 3 too.

EDIT...just found this.

Euro 3 emission limits (petrol)​

  • CO – 2.3 g/km
  • HC – 0.20 g/km
  • NOx - 0.15
  • PM – no limit

Euro 4 emission limits (petrol)​

  • CO – 1.0 g/km
  • HC – 0.10 g/km
  • NOx – 0.08
  • PM – no limit
 
If you update your NOx do you not run the risk of losing your Jap Import low tax?

No.

It was built in Germany but had to comply with the Japanese regulations at that time.
