W202 heated seats?

I have just bought a C-class, W202. Its a 2000 model. I've figured out all of the switches, except one. I'm 95% sure its a heated seats switch, but it has an "OFF" label on the top left, and the light lights up when switched, I guess, Off.

Does this mean the heated seats are on by default, and if so, I can't believe they'd be permanently on. How are they switched on, is there a control box or something which decides when someone's sat in it, and the outside temperature is below a certain amount? Or if the heater controls are on full, or something?

If needs be, I can post a pic of the switch.

That's the heater booster which was fitted as standard to all W202 and W210 CDI models. I take your W202 is a C220 CDI ?
 
Yeah its a 220CDI. What does the heater booster do?
 
burns fuel to heat the water quickly iirc. eberspacher / webasto system isnt it?
