Try spraying on a bit of WD40 at the base of the arm around the spindle. I upgraded my wipers and fitted new arms. It's quite tight but I managed to pull them off without a wiper puller, the WD40 did the trick!.

run the motors for 2 seconds with no arms and then place them in the resting position, which you marked with some masking tape and a pen line. Noting that the untensioned position is not the tensioned position exactly.
I had the same problem with mine, tried a wiper puller, WD40 and Coke all without joy. As i was replacing the arms with the facelifted versions i carefully cut a slot in the end with a junior hacksaw. It's pretty easy as there made of aluminium.
