I've been through this one 10 years ago with my first 210.
The cross member is something like a 2.5 mm thick, drop forged, 'U' section. The flat (sub 1 mm?) closing plate, spot welded on, would contribute very little to the strength (bending moment) of the structure.
I think this plate was added to allow use of the two square 'Spire type' clips for the under tray bolts.
IIRC, DM (a banned member who knew diesels and 210s better than anyone) was of similar opinion.
