I have a 2009 CLS 350 (Australia).

The passenger side mirror when I got the car would fold in and out, but in the open position it wasn't lined up properly and using the mirror control couldn't overcome that (it can move in and out but enough to line up correctly). Eventually I worked out that it was opening too far and closing not as far as it should, maybe an inch out. When open I could easily by hand move the mirror into its correct position. The driver's side mirror when open could not be easily moved.

It seems that the passenger side mirror was forced out of position and is now permanently out of position. Subsequently I don't use the fold in/fold out function, but I'd like to.

A couple of mechanics have told me the only way to fix it is a new mirror which would cost a lot and that I couldn't get one in my colour (Designo Periclase Green) and would need a paint job as well.

My question is can this mirror be taken apart and either a) realigned or b) have new internal parts installed and then reassembled?

Yes, it can be taken apart to see what is going on. It's a bit nerve racking as one must prise the glass out of it's clips, with the possibility of breakage. I'd suggest going to a different garage

I did a video a couple of years ago on my CLS55 AMG which shows you dismantling most of it:
