Just a simple permanent black marker pen?
This^^^.
I do mine as the tyres are being fitted - much to the amusement and nudging/smiling of the tyre fitters.
My local tyre shop do different coloured weights, including, black, white, chrome and stock lead.
Just saying.

What do you use to remove the old adhesive?

Nail polish remover.
A Toffee or Caramel Wheel in a drill is the quickest & cleanest way to remove the old adhesive. Just don't run it too fast (around 1,000rpm is generally OK) and don't press too hard or you'll leave marks. What do you use to remove the old adhesive?
