190E: Auxilery fan fuse keeps blowing..

Basically in my 190E Cosworth, I noticed that the heater fan does not seem to work when the car is stationary, no matter what speed the fan is set to...

As soon as the car starts to move, hot air starts to come through the vents, the faster you go, the more hot air...

There is no noise from the fan, so I went to check the fuses...

Fuse number 1, which is the relay auxilery fan fuse, was blown, i changed it, & that got blown straight away...so there seems to be an underlying problem..

Any ideas on this would be much appreciated, also noted was that fuse 3, which is auxilery fan fuse was missing, I thought maybe because it may not be applicable to my car as it may be for an option that i dont have maybe a/c.

Does this sound right?
Is fuse 3 supposed to be missing?
