It seems crazy that they are trying to improve economy, but are putting the breaks on downhill!!
If it didn't put the brakes on it wouldn't be cruising at the speed you had set it too.
So, if you set it at 60 and went down a hill coasting and it hit 75 and you got caught by a speed camera you wouldn't be on here moaning about the fact it had not maintained the speed you set it at??
