270 cdi Glow plug Relay Issue

Hi People,
I could use some advice, got a glow plug issue thats a bit more advanced than anything I could find written about on this site, basically the glow plug relay doesnt seem to be getting the signal to activate the glow plugs, I have done all the resistance tests on the plugs themselves, have power feed to the relay, but when I meter the relay input there is only 0.9v across the pins,

So the question is what is the next module up the chain??,

Realy could use a clue, getting nowhere,

Well I didnt get any response, so giving a bit more information, The glow plug light on the dash behaves as it should, but there is no signal voltage being sent to the glow plug relay under the bonnet, does anyone know what module feeds the Preglow relay??

I am new to mercedes, the Star diagnostics mentioned on the forum, are they a main agent only, or do independandants have access to these as well?,

I am struggling to find a circuit diagram of the preglow circuit can anyone point me in the right direction,

Any help would be appreciated its getting cold out there need them glow plugs working!
